When Does the SBA Consider Someone to be Socially Disadvantaged?

In order to become 8(a) Certified a firm must prove that the firm and owner possess five characteristics.


  1. Social Disadvantage
  2. Economic Disadvantage
  3. Have the Potential to Successfully Complete Federal Contracts
  4. Control the 8a Applicant Firm Free of Entanglements
  5. Have Good Moral Character


This week I am going to discuss (1) Social Disadvantage and how the SBA views non-presumed groups.  


Presumed Group Applicants

On the map persons who have greater than 50% of their racial or ethnic heritage from a Green, Orange, Purple or Blue region are presumed to be socially disadvantaged. People from the Red Zone are classified as presumed if they trace greater than 50% of their heritage to native Alaskan or native Hawaiian. Native American Indians must possess a tribal card in order to be considered presumed. Presumed Group applicants can apply for 8(a) without the need for a narrative discussing how they personally have suffered from past discrimination.

Non-Presumed Group Applicants
