This e-mail tells me that we are way ahead of the Air Force when it comes to
actually using SAF.  With the White House mandate just coming down, it may
be that our refinery will be coming on-line EXACTLY when DLA starts
soliciting SAF.  For now, though I don't see any way to get an off-take
agreement related to the Air Force.  I will continue to work on contacting
DLA, however as we know the requirement will be hitting soon.

Thank  you for your inquiry.  It was forwarded to my office by Mr. Bunch.  I
work for the Air Force Petroleum Office Standards Division and our team
works to address SAF related issues for our organization.  Unfortunately at
this time there is no central focal point within the Air Force regarding SAF
issues including procurement, air worthiness, logistics, etc.  There are
currently no SAF testing programs within the Air Force.   

 

Specifically to your inquiry.  The Defense Logistics Agency Energy (DLA
Energy) is the sole procuring agency responsible for purchasing jet fuel for
DOD.  The Air Force does not directly buy jet fuel from suppliers or
refineries.   The Department of Defense made the decision back in 2014 to
move away from using military specification jet fuels, except for very
specific missions, to commercial specification jet fuels tailored with the
requirement of a military additive package for jet fuels.  The Air Force and
other Services initially engaged directly in qualifying
alternative/sustainable aviation fuels for their weapon systems prior to the
transition to use of commercial jet fuel specifications.  With the
transition, responsibility for qualifying or certifying new jet fuel
feedstocks or production processes resides with the FAA and ASTM under their
governing standards and specifications.  The primary jet fuel used and
purchased by DoD within the US is Jet A meeting ASTM D1655 Standard
Specification for Aviation Turbine Fuels.  DLA Energy doesn't directly buy
SAF.  The Jet A they buy may incorporate SAF blends (up to 50% by volume)
which have been approved through ASTM.  Any new proposed jet fuel feed stock
or process must be approved under the ASTM D4054 Standard Practice for
Evaluation of New Aviation Turbine Fuels and Fuel Additives process.  Once
approved under ASTM D4054, a new jet fuel process/feedstock is then
incorporated in to ASTM D7566 Standard Specification for Aviation Turbine
Fuel Containing Synthesized Hydrocarbons.  Any Jet A containing a SAF
blending component must have that component listed in ASTM D7566 to be
considered meeting the Jet A or ASTM D1655 specification.  

 

Mr. Grimes and AIC Energy Corp would have to engage with DLA Energy under
one of their jet fuel solicitations for actual procurement of fuel.  For
qualification/certification of their proposed SAF, I would refer them to Dr.
Steven Zabarnick at the University of Dayton Research Institute who heads
the FAA funded Clearing House.  His contact information is

FAA contract to be the central focal point for new SAF products.  Another
great source of information on SAF and SAF commercialization is the

Hi, this is Jeff Johnson the Deputy Director for Installation Support for
the 92 MSG at Fairchild AFB, WA.  I was told you would be a good contact to
assist me in getting the right answers on AF Bio/Sustainable Aviation Fuel
and future plans for the same.  I retired from active duty in 2007 as the
A3O Division Chief at AMC and was an AF Pilot for 26 years so jet fuel was
near and dear to my heart.  A couple of projects that we were working on at
that time were energy saving LED light conversion, reduction of aircraft
weights, and Bio Jet fuel with a 50-50% mix of JP-8 at the time and Bio
fuel.  I was tracking the tests that the Air Force was conducting on C-17
aircraft.  Then I retired and all of this fell off my radar.  This is a long
winded set up of why I am contacting you.  

 

I had a former employee here at Fairchild (CE Engineer) contact me to get
some advice on how to proceed into the DOD world of jet fuel.  Specific
question was who would be the right agency to contact for the AF Sustainable
Aviation Fuel program.  He now works for AIC Energy Corporation based out of
Las Vegas and is their lead engineer who works out of Spokane and travel to
their new refinery site in Williston, ND.  He just signed off on the new bio
refinery.  It is a plant to produce Sustainable Aviation Fuel from soybeans.
North Dakota apparently grows a lot of Soybeans.  The company has Tribal
ownership and they meet several other small business management options as
well.  He is retired AF as well, so he stop by the other day to say hi and
ask me if I knew anything about Bio Jet fuel and I said yes, but from a
pilot and Staff officer perspective.  He told me the story of what they are
doing and it sounds exciting.  I thought I would try to help him out to get
him a contact that really knows about the subject and is a SME for AF Jet
fuel plans and future efforts.  Our LRS POL SME sent me your name.  I am
really excited about this concept and with the current Administration's
direction to start transitioning to the mixed fuels, he and his team might
be on the entry level of a mutually beneficial endeavor.  I am also the Base
Community Partnership lead and the Tribal Liaison Officer so my interest
really peaked.

 

What I would like to do if you are okay with it.is give you his contact
information and ask that you email or call him so he can explain their plans
and what stage of Project Development they are in.  His business card and
contact information is attached above.  He is a really good guy and great
Engineer who helped worked here for many years.  He has his Professional
Engineer Certification hence his involvement in the refinery.  Truth be
told, he is trying to find a way to get the DOD to buy their product, but it
is the first refinery that has been built in decades so they are putting
their money out there instead of so many that say they will.  Their plan at
this time is to produce they bio fuel and the buy the petro for the 50-50%
mix. He said they can do it on their site or at the users site whichever is
better for client.  They are exploring the pipeline transport options
(Yellowstone and working with the Flathead Indian Tribe to see if their
product could be allowed in the Yellowstone Pipeline through their
territory.  T

 

Fairchild AFB is always poised and ready to be a test base so if this goes
anywhere, then we can talk about how we would help the move to 50-50%
Sustainable Aviation Fuel for the AF /DOD.  We do have several KC-135 T
model aircraft (can carry different fuels on the same plane and offload or
burn either too.

 

If you could, let me know what you think.  I believe it is worth the
conversation and he convinced me that they were serious and moving forward.
They are going to sell to someone and maybe the AF / DLA can get a good deal
and establish a great partnership.

Energy (DLA Energy) is the sole procuring agency responsible for =
purchasing jet fuel for DOD. &nbsp;The Air Force does not directly buy =
jet fuel from suppliers or refineries.&nbsp; &nbsp;The Department of =
Defense made the decision back in 2014 to move away from using military =
specification jet fuels, except for very specific missions, to =
commercial specification jet fuels tailored with the requirement of a =
military additive package for jet fuels.&nbsp; The Air Force and other =
Services initially engaged directly in qualifying =
alternative/sustainable aviation fuels for their weapon systems prior to =
the transition to use of commercial jet fuel specifications.&nbsp; With =
the transition, responsibility for qualifying or certifying new jet fuel =
feedstocks or production processes resides with the FAA and ASTM under =
their governing standards and specifications.&nbsp; The primary jet fuel =
used and purchased by DoD within the US is Jet A meeting ASTM D1655 =
<i>Standard Specification for Aviation Turbine Fuels</i>.&nbsp; DLA =
Energy doesn&#8217;t directly buy SAF.&nbsp; The Jet A they buy may =
incorporate SAF blends (up to 50% by volume) which have been approved =
through ASTM.&nbsp; Any new proposed jet fuel feed stock or process must =
be approved under the ASTM D4054 <i>Standard Practice for Evaluation of =
New Aviation Turbine Fuels and Fuel Additives</i> process.&nbsp; Once =
approved under ASTM D4054, a new jet fuel process/feedstock is then =
incorporated in to ASTM D7566 <i>Standard Specification for Aviation =
Turbine Fuel Containing Synthesized Hydrocarbons.&nbsp; </i>Any Jet A =
containing a SAF blending component must have that component listed in =
ASTM D7566 to be considered meeting the Jet A or ASTM D1655 =

2007 as the A3O Division Chief at AMC and was an AF Pilot for 26 years =
so jet fuel was near and dear to my heart.&nbsp; A couple of projects =
that we were working on at that time were energy saving LED light =
conversion, reduction of aircraft weights, and Bio Jet fuel with a =
50-50% mix of JP-8 at the time and Bio fuel.&nbsp; I was tracking the =
tests that the Air Force was conducting on C-17 aircraft.&nbsp; Then I =
retired and all of this fell off my radar.&nbsp; This is a long winded =
set up of why I am contacting you.&nbsp; <o:p></o:p></p><p =
class=3DMsoNormal><o:p>&nbsp;</o:p></p><p class=3DMsoNormal>I had a =
former employee here at Fairchild (CE Engineer) contact me to get some =
advice on how to proceed into the DOD world of jet fuel.&nbsp; Specific =
question was who would be the right agency to contact for the AF =
Sustainable Aviation Fuel program.&nbsp; He now works for AIC Energy =
Corporation based out of Las Vegas and is their lead engineer who works =
out of Spokane and travel to their new refinery site in Williston, =
ND.&nbsp; He just signed off on the new bio refinery.&nbsp; It is a =
plant to produce Sustainable Aviation Fuel from soybeans.&nbsp; North =
Dakota apparently grows a lot of Soybeans.&nbsp; The company has Tribal =
ownership and they meet several other small business management options =
as well.&nbsp; He is retired AF as well, so he stop by the other day to =
say hi and ask me if I knew anything about Bio Jet fuel and I said yes, =
but from a pilot and Staff officer perspective.&nbsp; He told me the =
story of what they are doing and it sounds exciting.&nbsp; I thought I =
would try to help him out to get him a contact that really knows about =
the subject and is a SME for AF Jet fuel plans and future efforts.&nbsp; =
Our LRS POL SME sent me your name.&nbsp; I am really excited about this =
concept and with the current Administration&#8217;s direction to start =
transitioning to the mixed fuels, he and his team might be on the entry =
level of a mutually beneficial endeavor.&nbsp; I am also the Base =
Community Partnership lead and the Tribal Liaison Officer so my interest =

way to get the DOD to buy their product, but it is the first refinery =
that has been built in decades so they are putting their money out there =
instead of so many that say they will.&nbsp; Their plan at this time is =
to produce they bio fuel and the buy the petro for the 50-50% mix. He =
said they can do it on their site or at the users site whichever is =
better for client.&nbsp; They are exploring the pipeline transport =
options (Yellowstone and working with the Flathead Indian Tribe to see =
if their product could be allowed in the Yellowstone Pipeline through =
